Ground water behind liner?

I am having an issue with our pool. We purchased a foreclosed property with this pool, I had a pool professional come out and they installed a new liner in the pool. Within days the liner had water behind it...they returned and replaced it with another new liner. Again, within days water accumlated behind the liner.

A local contractor told us it would virtually impossible to put a french drain in around the pool now, as there are electric lines, water lines, sewer lines and etc. that no one knows where they are.

What other option do I have to control this ground water?

Again, I am not convinced that the pool isn't leaking...I took water samples to two different pool companies for testing...one told me there was chlorine in the water behind the liner and the other on insists there isn't (this is also the company that replaced the liners).

HELP!!!! I know nothing about pools. And I am running out of good weather to deal with this issue.
