Child safety net or safety fence?

We are in the process of having an in-ground swimming pool built in our backyard. We are debating between installing a safety net OR a safety fence (or possibly both). Anyone have experience with either one that they could speak to? We have a couple of boys (10 and 3) so my concern is mainly with the younger one and any friends that come by with small kids. I can see value in both - in the cold months when the pool is not used much (if at all) the net would be good because it wont block the view of landscaping and seems to me to be the safer solution between the two. However, in the summer I can see the fence would be more convenient because of the more frequent pool activity - probably many times a day, several days a week. Let me know what you think. Thanks.
