That would place the problem in the cartridge or the supplies. Something's got in your line and when you make a draw t starts out fine but then water pressure forces the obstruction up until it blocks the flow. The solution would be to locate the obstructionbe. Shut off the water under the cabinet and open up the faucet. Check the inlet ports of the cartridge and the inside of the valve body. Now open up the hot and cold supplies for a moment to flush them out. Some where, along the line, you're gonna find a small pebble, or something, that's got into your faucet.
