Handles turned of but water still runs

the faucet is a peerless, split handle that is dripping from the spout. i took it apart to buy replacment parts which i couldnt find so i re-assembled it which wasnt very difficult as there were few parts. now with everything back together both hot and cold handles are in the off postion (or any position) yet the water continues to run. ive taken it apart several times and put it back together but it still runs. whats wrong?

Since you've had the faucet apart can you tell me if it has a cartridge or a washer? Note: Delta took over Peerless and is now the manufacturer.

it has 2 black o rings but inside it is one complete piece with a metal inside. you have any pics that i can compare it to?

Take a look at these. Just the cartridges. I realize the valve isn't the same but the cartridges might be.
