Toilet not flushing toilet paper!

Why will our new toilet flush more solid waste but not toilet paper & less solid waste?? We have just bought it & are in middle of having bathroom installed & the plumber is blaming the toilet & the fact it is quite narrow at the bottom of the pan inside. It has no trouble with getting rid of other things tho! Sorry for the detail! I do not want to buy another toilet if anyone out there thinks it is not the toilet.
It is a toilet that has a waste pipe entering at the back but from the side i.e i could not have a toilet that went right back to the wall as the pipe needs to be able to enter from the side at the back.

You are going to have to make yourself more clear before you are going to get any answers. I don't understand the waste pipe entering the back or the side. So repost with more info.
