Catkimball... Those screws are just integral shutoffs. You want to open these to maximum by turning both screws COUNTERCLOCKWISE. This will allow full
volume flow and correct
pressure balance at your valve.
To
increase the temperature of water available at the valve you will need to adjust the
TEMPERATURE LIMITING DEVICE that is part of your valve...
In the picture below, for example, a SYMMONS shower valve has shutoffs (see image) and a temperature limiting screw. To increase temperature here, the screw is loosened in small increments to allow the handle to be turned to a hotter water setting.
To tell you more, as Tom suggested, we need to know the name brand on your valve...
