My toilet stem allows too much water to fill the tank and slightly leaks out of the flush handle hole. I don't have a ball to bend! How do I adjust the float level?

The float of your fill valve should have a rod that connects it to the mechanism that actually turns the water off. That rod should have a clip on that allows you to slide the float up or down the rod, or the rod itself should be a long screw. Adjust the float downward.

You should also cut off the overflow pipe to a level below the toilet handle. A coping saw or a mini hacksaw works great for this. Assuming a plastic overflow pipe, hold it firmly while sawing. They get brittle with time and are a pain to replace.
