    I have replaced the washers and it still leaks what could be the problem

    If it's old enough to have washers, it has valve seats. Remove the faucet stem and see where it hits the seat. If the seat is rough or sharp, they should be replaced. You need to get a seat wrench, remove them-if possible- and get replacements. They screw in and out like a bolt but can be difficult. .
