Thanks for all the help. I did look into the pipe and there does appear to be a seat, but it is in poor condition. My seat wrench doesn't seem to work. Would W-D 40 help?
More likely that the seat wrench is bottoming out before you can engage the proper size. In other words you need to use the second size on the wrench but the wrench won't go in far enough because the end can't go deep enough into the opening. I am assuming that you are using the type seat wrench I posted earlier. Put the wrench in a vice and cut off the first size with a hack saw. Other wise try to find the correct size Allen wrench.
