shower stop tube too small for diverter

I am trying to replace my shower handle/faceplate but the stop tube that came with the kit seems just too small for the diverter. Is it suppose to be a real tight fit (thus I should just force it on). Or have a purchased the wrong replacement part? Any help appreciated.

Apparently the pin that holds the diverter wasn't in completely. I was able to get the pin in right and then the stop tube fit perfectly! Thanks for the quick response.
