With the power turned off to water tank, tank loses pressure fast

We have lived in our home for 2 years. We have no way of contacting the previous owner to ask about the well. It is a submersible pump and the only think above the ground is about a foot and a half of the pipe and cap. There is no pressure tank that we can find. Our old place had an actual well...

The other day my contractor turned off the water to work on the kitchen plumbing. The next day he turned it back on and not my toilet will not flush and the tank won't fill with water. How can I fix this?

My water tank is about 15 years old, the problem I'm have is that sometimes the tank will lose water and run until the tank pressure builts up and and I have water again. After that it ok for a while. Also I can not water the lawn or use a water hose without the pump runnig the whole time?
