Because the plumber roughed in for both a tub and a walkin shower. He left you a option. Depending on which one you decide to install you can cap off the other.
As I've said in a earlier post," Let me give you some rough in measures so you'll have some idea of where you're at. The toilet roughs in at 12" off the wall, tub roughs at 15 1/2" off the side wall and 1 1/2" off the front plate. The lavatory's always next to a wall and is picked up with a tee that extends into a vent that goes out the roof. As for the last pipe, my hunch it's a shower drain stub up. If it was a vent it wouldn't be out in the center of the floor."
