noisy toilet

My toilet has been niosy for s while so I replaced the fill valve assembly thinking it would help,. The old one was the style with the ball and rod the new one does not have a ball (moen m5350) The toilet is still noisy and it takes about a minute to fill. I showed my father in law and of course when he was there the stupid thing worked perfect no excess noise and it filled really quick. Any ideas?

What kind of noise?

basicly sounds like it is "running" or a hissing while it is filling. Like I said earlier while my father in law was there it filled much quicker and no noise. I don't get it.
