Lukewarm water from cold water faucets

I have lukewarm water coming from all cold water faucets in the house.
I shut off the hot water at the kitchen sink and still get lukewarm water
coming from the cold tap. I tried this with an upstairs sink with the same
result. I noticed the water will be cool when 1st turned on but within
a few seconds it becomes lukewarm.
