Brand new house or new to you? The shower mixing valve may have debris or solder caught in the hot intake. If the home is brand new the builder should cover the repair or we can walk you through it.

    Hey Timmy...

If newer home then may or may not be that code has recently required that shower and tub/shower valves be reduced to 112 degrees F as maximum temperature and the rest of the fixtures maintained at about 120 degrees F max...

What is the name on your valve?

There will probably be a temperature LIMITING adjustment that can be adjusted to a greater temperature... AS LONG AS THERE ARE NO CHILDREN IN THE HOME... :)

If children present then I highly recommend that you keep that shower and all tub/shower valves limited to 112-115 degrees F maximum as required by all plumbing codes that I know of... for the safety of all!

If no kids then let us know the name on shower valve and we will see if we can direct you to the limiting screw... jump that temp. up to 125 or so... ;)

Are you saying that you can not get even cold water at the shower. Only luke warm no matter where you turn your faucet? If so, I would say you have a bad cartridge. If you can get cold water only, but the hottest water you can get is luke warm, then you should be able to adjust the anti-scald setting in your faucet.
