low water pressure

i have a spring water tank that feeds the house. it feeds through a pipe that is at the top taking overflow in. unfortunately this system is taking some air in as well, causing air locks. i want to close off the current overflow and install a new one going out to another tank. the problem is that the other tank is not low enough for the overflow pressure to make it. is there a simple and inexpensive way to build water pressure without vertical feet?
