Low water on one of two bathroom sinks mean?

We bought a remodel home that has two bathroom sinks. One was leaking cold water from one sink. We shut off the valve on the right bathroom sink for leak to stop, but was still had a slow leak that eventually stop. B/c we didn't use that right bathroom sink anymore, was using the left bathroom sink. But the right bathroom sink that we cut off the cold water, the hot water has good water pressure coming from it. Now, we been using the outside water to water the newly put grass we bought. Now, we are having low water pressure in the left bathroom sink was were using. We notice about 6 mths. ago that the washer has low cold water pressure. But didn't make much of it, b/c the at least it had cold water coming out, but at a slow rate. The hot or warm water pressure is just fine in the washer, but the cold water has low pressure. So now, we are having low cold and hot water pressure in left bathroom sinks that we are using. So what does this mean?
