Installing a new toilet in the basement

I am installing ceramic tile in a new bathroom in the basement and the plumbing has been roughed in, there is a 4"PVc pipe sticking out of the cement with no styfofoam liner around the outside of the pipe. I so I know I have to get an inside flange. My question is ; Do I install the tile first ; and glue the flange onto the tile , or do I glue the flange to the cement first then install the tile around it?

It really doesn't make much difference with 1/8th inch tile. The horn of the bowl extends down past the flange in either case and the wax ring completes the seal. good luck, tom
