Irratic water pressure

The water pressure at my church varies from 30 psi to 45 psi; it has gone to zero for minutes at a time. How can I determine if the fault is in the regulator or the delivery line to the property?

Is this on city supply or a well? Can you describe the regulator to which you refer? Do any other buildings in the immediate area have a similar problem? Back to you.
