howling pipes

I have a howling sound that comes from the washing machine when it is running or when two faucets are running or a faucet and a toilet. Any suggestions on how to tackle this?

is it hot water or cold water that mostly causes this noise? when the noise is happening, does the water in the tank of the toilet shimmer, kinda like the float is between on and off? are the valves on the washing machine fully opened?

I believe it could be both. It is only a few times a day...the washing machine loading, the sink faucet (usually hot), the toilet, cold and it only lasts several seconds (5-10) and then turns off. There has been no change in the pressure or temperature. The toilet tank does not shimmer and the valves on the washing machine seem fully open. It has been happening only since the weather turned a bit cooler. We are in lower NYS.

do you have a prv [pressure reducing valve] in the home? have you checked the psi [pressure on the water system]?

Could you tell how to check the psi? I'm a real amateur at this. My fear is that there is a danger of the pipes being damaged.
