    I only know the water is cold outside - my guess its cold water

    You are giving me minimum information to work with. You have to tell me little more about your house.

    Is that "gaeser" pipe pvc, copper, galvanized, ABS, Cast Iron ? Is it sticking up from the ground or is it coming out from the wall or from overhang ? Is it running all the time or just at certain time ?

    What are the fixtures in your house with overflow / pressure relieve valves ?
