For this to happen there must be at least two issues here. For your tank to drain the flapper is not sealing properly. Check the edge the flappper rests on for smoothness and debris, clean it. check the flapper itself for rough edges/surfaces and cracks, easy to replace. Now for the tank to not refill means the ballcock is bad maybe the float is stuck or your water supply is not there. Move the float up and down to see if you get any water. If not, shut off the stop cock that feeds the tank and open the connection between the tank and the stop cock, now slightly open it. Did you get water?? Back to you.
