I live in a dorm that has 20 rooms to a floor. we have one boiler for the whole floor, and the temperature is set at 140 degrees. we all get lukewarm showers, and do not have hot water to do dishes. i have put in countless work orders for this, and maintenance says everything is fine. i have been fighting them on this since august and still nothing is being done, i am going to go to the administration with it, but i would like some firepower first so that i can make more of an argument other than just based on my own experiences with the problem.

so, what would be the ideal setting for temperature, what are some likely problems and solutions, and what else can i look into to see that i can get this fixed.

First off your temperature setting's 20 degtees higher then the factory setting. This is a common mistake among maintenance guys in thinking higher temperature will produce more volume. It won't.
I'm assuming the "boiler" you refer is a electric hot water heater and not a hot water boiler that's used for heat as well. . Correct?
I need more information before I can continue. What size is the tank? Does 200 rooms = 40 people. If not how many are drawing off it? I have some ideas and solutions to pass on but until I know what I have to work with I'm flying blind.
