I can not get my water off

I can not get the knobs to turn to get my water off. Is there anyhting I can use to loosen them?

I've been trying to "get my water off " for years!!! (Sorry! I couldn't resist).
Before we can answer we need more details. What are you trying to shut off?
If it's a faucet I need to know the type and brand name of the valve. Regards, Tom
