Blue Tinted water and air bubles

Hi,
I need help with two plumbing questions:
1. If I fill my soaking tub with water, I notice that it has a blue tint. I have well water and a whole house treatment system (Nuetralizer, Iron remover, and softener). The system is maintained twice a year. The PH is right around 7. The county health department still said my water is medium corrosive and recommended that the water softener was to blame and should be reduced or turned off. We need the softener to keep my wife's sensitive skin from being itchy, but I also don't want to ruin my pipes. Please provide advice. I can provide a chemical breakdown analysis of the water, if that is helpful.
2. I recently notice some slight air bubbles when I turn on faucets..right at the beginning when I turn them on. I also notice some slight air-bubble caused (barely susceptible) interruptions in the regular shower stream when taking a shower. I don't seem to have any leaks and this just started happening in the past 3 months. The house is 20 years old. Please provide advice.
