This site will tell you how it's done. Basically, turning the large center nut will adjust both the cutin and cutout pressures. Turn it clockwise to move pressure points up, counterclockwise to move pressures down. Using this nut will maintain about a twenty pound differential between the cutin and cutoff points.

The small nut will adjust only the cutoff pressure.
