Adding washer to half bath

After getting several bids in the range of 2500 – 3000 just for the plumbing work, adding drain, moving water heater and reusing old fixtures, we decide to undergo the project ourselves.

So far, this is what we found. I have a tri-level house, on the bottom level, there is a 3inch main stack a foot away from a 2 inch secondary stack. The secondary stack is for the lower level half bath. The toilet is vented in the back but drains from the front (we think it later ties into the main drain) (see pic). The drain “Y” off to the right somewhere to the sewer:

Questions

1)How can we tie into the main drain. The drain is running closed to a wall, what is the best way to cut into the drain.
2)The washer is 9 feet horizontal and 4 feet vertical away for the 3 inch drain. Is it vent? If not, how can we vent it?
