Given the annual revenue of the Quebec Lottery Corporation, where does all the money go? Of course a certain amount of money goes for prizes, but SPECIFICALLY, what about the rest? And how are these decisions made? (Beyond their cursory annual report, shouldn't a Crown Corporation be more transparent ?)
