Full time employee forced to be on call

I am a RN in California. There are times when my employer forces me to be on call for a regular shift. On call pay is $5/hr. If I get called in than it is time and a half. If I don't get called in than, ultimately, I lose a shift involuntarily. If I was hired as a full time employee than can they do this and, if so, do they have to allow me to make it up?
