I am helping a local NYS non-profit to re-write their employee handbook. The question has come up about the difference between salaried and hourly employees. Currently, all employees whether full time or part time are referred to as "salaried." Full timers may receive compensatory time but not overtime. Full time employees receive more generous leave than part timers. Example: full timers earn 1 day vacation per year and part timers earn 4 per year. Additionally, full time employees get 12 paid holidays per year.

The handbook contains the following provision:
[I]Due to dependence upon public funding, employees may be asked to wait for full or partial payment of salaries until all such funding has been secured. Every employee has the right to refuse such an arrangement by resigning employment.[/i]

Also for EEO complaints the handbook says you will not be terminated if your complaint is valid and it refers to the personnel committee as the deciding authority.
