New business no w2 employees yet only a 1099 and corp to corp

I have a new business and have two people helping me get it started. One person I am paying on a corp to corp, the other I am treating as a 1099. I am wondering if I need to convert them over to a W2 status at some point. Both work from there homes with there own computers and phone- I strictly pay them for support and sales closings. The person on the corp to corp has already been paid around 60 K this year the other only around 1,000. I would appreciate your help. Incidently I am not taking a salary at this point.
