Where can I find documentation to give employee to show her why we deduct medicare withholding from her payroll check even though she receives medicare and pays a premium for it?

The employee is requesting an exemption from medicare withholding. I have been unable to locate any information other than this, so you may want to contact your social security office or congressman: http://www.irs.gov/pub/irs-pdf/p15.pdf
