Amended W-2 and no State ID

I withheld incorrect state taxes for an employee and need to submit an amended W-2 but I do not have a State ID for the correct state. Can I issue an amended W-2 to the employee without a state ID so he can file his taxes timely, or do I need to wait until I have the ID?
