I would love it if someone could direct me to a good site to help me learn more HTML. I took a course once and remember some but it is a lot to remember. A list of tags and the basics would be great.
As an alternative, you can get Microsoft FrontPage for about $80. With it (and other similar applications) you can make good webpages and learn the html as you go if you want to...but you don't have to.
(Komposer is a newer bug fix version, I haven't tried it so can't testify to its quality compared to NVU - NVU was formerly Netscape Composer, hence the name).
For learning CSS, you might try TopStyle Lite (also free):

Another thing, you can design a website without knowing HTML by using for i.e. Adobe Dreamweaver etc.. and you can learn the tags along the way as well.
Dreamweaver is expensive (but awesome!). You can get the Student and Teachers version for about $150 if you have a family member that is a student or teacher.
...alternatively, you can probably pick up an older version (I recommend MX) for fairly cheap on eBay too
