central intelligence figure

my daughter has a project about victorian literature and needs the definition of the term "central intelligence figure". We can't find this anywhere including all the literary term dictionaries we have found. PLEASE HELP---It's her last question to be done and we just can't access it. thank you!!!

I have full confidence that the internet contains at least one page on every conceivable subject, yet I find not one reference to the phrase "central intelligence figure" assocated with literature or anything of the Victorian age.

I'm quite surprised.

Can you quote the question verbatum?
...and maybe add a couple of the other questions just to get the mood of the project?
