What is bingbar 6.3.2291.0

I have a new tower. It was all professionally set up. Suddenly I am having problems and notice something called Bingbar 6.3.2291.0 has been installed 3 days ago.

What is this and do I need it? Can I just restore the computer to an earlier date and stop the problems?

I'm afraid to remove the program for fear it's necessary.

It's a "helpful" browser toolbar.
You can dump it as they are pretty useless
