BAD GE 25836 cordless; beeping

I want to ask if someone can help me out. I have a GE 25836 Cordless phone that all of a sudden won't work. You don't get a dial tone, can't make calls, can't receive calls, plus its battery won't keep its charge. The power light is OFF!

The thing is that even though the phone is NOT connected to a GOOD phone line, it keeps beeping.

Can someone please help me? Can someone tell me how to reset it to factory defaults?

P.S. I give more detailed info but I wasn't there when it went BAD! I can find the info out though.

How old is the battery? It may not be taking a charge and indicating low battery?
