Cashing out on 401k - Employers deadlines

I have a friend who only has a couple of thousand in her 401k and since she is no longer working at the company and the amount is so little she wants to cash it out. For over a month now she has been calling her old employer asking them to fill out the paperwork and they keep making excuses for it to take longer. Is there any law that gives the employers a deadline to get this done after an employee has requested it?
