I was owed 2700 dollars in back child support and recieved only 1900. Where is the rest of my money?

Let me rephrase my question. The IRS took 2700 of back child support that he owed. I only received 1900. SO where is the rest of my money?

He had to pay it all to be qualified to go overseas. It was a must had to be paid in full. He showed me his paperwork that the IRS gave him. They still me.
