restrictions for gaining entry to an Airforce base

My question is regarding an employee that we have.
He has a feloney conviction for theft. He is a good worker and we need him to do some work on an Airforce base. Can he gain a contractor clearance pass with this conviction on his record.? This is a New Mexico airforce base.
