about tenants rights

hi my father is currently living in a council house which is due to get demolished, the council agreed to pay out four thousand pounds to each household for the hassle of re-housing them. the council have now turned round and said as my father owes them three hundred pounds in rent arrears he will not recieve any of the four thousand pounds! and they are also charging him for the fitted kitchen he put in even though the houses are going to get demolished. his friend who owes seven hundred pounds in rent arrears is still getting her money, just the rent arrears she ows is getting deducted from her moving money. how is this fair??? does my dad have a case to fight this or are the council well within their rights to do this to him? he has lived in that house for 10 years....longer than anyone on that street. will be very grateful for any opinions, thank you.x.

my daughter rents a room in a private house as she is in uni, the caretaker lives a few doors away + today came into her room looked in her wardrobe , then left her a note to take the bedside table out of her wardrobe that she put in there last september as the room is only 7ft by 6ft wahat rights do she have as she is scared to complain thanks
