How to enforce property covenants?

There are 3 lots, no homeowner assoc. but covenants about what can and can't be done on the lots/properties. If something is violated, how is it enforced? Who enforces the convenants and how does one go about getting them enforced? Right now the 2 other lot owners are best buds and I can't stand either of them. Nothing to resolve, they are wackos! Dogs, noise, encrochment, statue worship on property border, etc. Short of selling, what options are there? TIA
