Legal transaction?

If a person who owns a motor vehicle with license plates buys a replacement motor vehicle from a third party, and has the title and the bill of sale but no license plates, and if the person changes his mind about purchasing that vehicle, but can't return the vehicle to the one he bought it from,what can he do to get his money back? Can he sell the vehicle even though it has no license plates?Or should he just have it towed away?
