What's the system to raise house rent?

i m so upset.... help me out<br>
I live with my family in a small house in the city of san francisco, CA 94112, for which we pay $750 per month as only room rent. However, we pay all utilities and gas bills separately.<br>

MY PROBLEM IS today we are told to pay $1000 from $750(which we pay now) for house rent.
Can the owner do that??? is there any law in raising law for rent in San francisco, California?
Please someone help me on it.
I have heard that there's a law on it. They are only allow to raise with some kind of percent, not like that.... is it true?
if it is then could you please tell me what are the proof documents that we need from or to show the owner or court?
