Do I have an actionable tort?

Hi

I was arrested for misdemeanor assault seven years ago. The case was dismissed. I have been applying for special education teaching jobs for the past two years. I have gone to over 40 job interviews that I thought went well but never heard back. On my applications, I am asked for criminal convictions. I do not mention the arrest.

I was called in for a job interview and was confronted with my criminal record showing that I was convicted for the assault. The human resources person stated that State Board of Certification would not certify me due to the conviction. I contacted the county and they sent me a copy of my dismissal documents.

Do I have an action against the County that placed this charge on my criminal record?
