    Not a legal professional.

Individual rights: fundamental rights and freedoms of the individual such as life, liberty, security of the person and the protection of the law, freedom of conscience, of expression and of assembly and association; and protection for the privacy of his home and other property and from deprivation of property without compensation, freedom of speech, freedom of religion, right to a fair trial

Public order: operations of society and the ability of people to function efficiently. Individual rights may be limited by the rights of others in the interest of public safety, usually.

    Oliver Wendell Holmes:

"Your right to swing your fist (individual right) ends where the other person's nose begins(public order)."

hopes this helps understand the difference,
