Car Financier delays transfer of title and registration of newly purchased vehicle

3 months ago my husband got financed thru lending tree. This online source had serviced many we knew in the past without regret. However, my husbands financier is Roadway Loans and they have consistenly delayed my husband from getting his vehicle registered in his name.
This is what happened: Once my husband and the orginial owner of the truck had signed the appropriate papers and the money had been recieved by the original owners finance company. It was agreed that the title would be released to my husbands finance company thereby allowing him to update the registration in his own name. By the way, in Georgia there is a 30 day allowance to transfer a title and registration or a citation will be issued to the driver of the vehicle. He is now 60 days delinquent in registering his truck in his name.
When he contacted Roadway the person handling this issue is nonchalant and simply stated to my husband that the paperwork from the original finance company had been forwarded to the wrong address and she was not sure where it had been taken. Also she told him that he could not drive the vehicle until the paperwork had been updated...this was the only remedy she offered.
Now my question is , as a consumer does my husband have any legal recourse against his finance company, Roadway Loans? How can he expedite this issue to get his truck registered and be able to drive a vehicle he has made payments on for 3 months but cannot drive due to no fault of his own.

Incidentally, my husband has just returned from Iraq only 8 months ago and has been unindated with poor poor customer service-first his cellular service, now this.
His stress level & susceptibility to depression is very high...I'd truly would like to relieve some of his stress and allow him to drive his brand new vehicle that he truly loves. Please any suggestions would be greatly appreciated.
