Location: NY, NY. (Manhatta).

While traveling west on a one way street, there was a car pulled over to the extreme right of the street. Traffic was passing the car on its left. The car had no right signal blinker light engaged or were the back up lights on. As I was passing the car it pulled back with the front wheels turned attempting to go into a parking space and hit my trunk.

Who would have had right of way, meaning was I in the right to pass him since at the time he was standing still with no indication of backing up? It there a law I can cite to prove my case?
