What type of fill or soil to use to fill hole behind seawall

What type of fill/soil should be used to fill a large hole behind our seawall? We were going to put in a pool, and changed our minds, so now we need to fill the area and then build a deck or use other material such as concrete or pavers. I do not want to put any plants or grass on it. There are a number of types of soil, i.e. fill dirt, topsoil, soil, mixes of sand and topsoil. etc. Additionally, I want to limit my expense in this regard. I live in south Florida.
