What is this gadget?

I found this in a squat in London in 1979. The flat part is slightly concave, slightly worn, and has "Swiss Made" cast into it. I use the other end as a head scratcher

I believe that I have something similar, somewhere. In my opinion, I think that it's a tool for working in flower pots and small window gardens.
